I don't believe Mr. Scott Brown to be a puppet of Spotteddogsdotorg.

A user, with a valid and verified email address (which appears to be that of his father, along with a traceable IP address) registered at the FPX Media forum with the username Scott Brown.

The user's profile directs people to the user page for Mr. Scott Brown claiming "Mr. Brown explains it all at Wikipedia." He appears to be promoting his own work and not that of another.
