I don't quite see the need for users to possess different versions of a deletion/maintenance template, especially one used for something like Articles for Deletion. I can understand if his intention is to modify it in his user space before presenting it as a possible change on the template's talk page, but the intention of this is to use it on articles instead of the standard {{AFD}} (as can be seen at this article). On top of that, he's creating all the deletions as "Votes for deletion" rather than the proper "Articles for deletion" for purposes of "nostalgia". Clearly inappropriate.
