This is basically a page that people sign, and if their signature is good enough, they receive a fair-use image. It essentially amounts to a guestbook, and Wikipedia is not a social networking site. It also doesn't help that the reward for winning is a fair-use image, which would violate WP:USER (unless that image were to go in an article instead, but the WP:NOT concern remains).
