These userpages are SEO spam, all from the same spammer. They consist of nothing but links and/or copyrighted text or jibberish with links. Relevant policies/guidelines include WP:USERNAME, WP:SPAM, WP:NOT, and WP:C. The user accounts have only edited their userpage and nothing else. There are related discussions at Wikipedia:Administrators'_noticeboard/IncidentArchive125#User:_space_articles_and_an_external_link and Wikipedia:Miscellany for deletion/User:Global Business.
