MIO Biwako Kusatsu (MIO びわこ草津 Mīo Biwako Kusatsu?) is a Japanese football club based in Kusatsu, Shiga Prefecture. They will play in the Japan Football League for the 2008 season. "Biwako" is a reference to Biwa Lake, the largest lake in all of Japan.

The club was formed in 2005 from the former Sagawa Express S.C. Kyoto.

In 2007 they took third place in the regional playoffs and were promoted to the JFL for the 2008 season.
