[edit] Missing 'not'?
I know nothing about the subject and came here kind of by accident, but it looks to me like there's a 'not' missing from this sentence, before 'be added': Of course it is most likely perfectly safe to fly with a cabin light out,or with similar malfunctions, so this item would be added to a minimum equipment list.
