Minnesota State Highway 21 is a highway in southeast Minnesota, which runs from the interchange of U.S. Highway 169 and Minnesota 21 in Jordan (southwest of Shakopee) and continues south to its southern terminus at the intersection of Minnesota Highway 60 and Minnesota 21 (near I-35) in Faribault.

The northern terminus for Minnesota 21 is its interchange with U.S. Highway 169 in Jordan (southwest of Shakopee).

The southern terminus for Minnesota 21 is its intersection with Minnesota Highway 60 (near Interstate Highway 35) in Faribault.
Minnesota 21 becomes Rice County Highway 48 upon crossing its intersection with Minnesota Highway 60.

Highway 21 was authorized in 1934.

The northernmost section of Highway 21 between New Prague and Jordan was designated in 1934.

The southernmost section of Highway 21 through Faribault is second-generation former U.S. Highway 65 (constructed in the late 1950s), which was connected to a divided highway coming off Interstate Highway 35 in the 1960s.

Highway 21 was paved north of Minnesota Highway 19 by 1940. The remainder of Highway 21 was paved in the late 1940s.
