The Ministry Of National Development (MND) is a ministry of the Government of Singapore that directs the formulation and implementation of policies related to the national development of Singapore. It is located at Maxwell Road, just next to the headquarters of the Urban Redevelopment Authority, which happens to be one of its statutory boards.[1]

The mission of the Ministry of National Development is to develop world-class infrastructure, create a vibrant and sustainable living environment, and to build rooted and cohesive communities.

The MND's vision is for Singapore to be 'An Endearing Home, A Distinctive Global City'.

It aims to enhance Singaporeans' sense of belonging to Singapore through:

  • Provision of quality and affordable homes;
  • Community binding;
  • Development of green spaces and recreational infrastructure; and
  • Creation and retention of identity markers.

The MND also aims to meet present and future economic and social needs through the creative planning and management of scarce land resources; and the constant promotion of the construction, real estate and agrotechnology industries.

The MND is further divided into five departments. These departments are namely, 'Strategic Planning', 'Housing', 'Infrastructure', 'Planning & Research', 'Corporate Development', ' Corporate Communications', 'Computer Information Systems', 'Strata Titles Board' and the 'Eco-City Project Office'.[2]

The Strategic Planning department is grouped into five smaller sub-departments:

  • Land Use Planning
  • Development Strategies
  • Development Control & Planning System
  • Land Development & Conservation
  • Urban Redevelopment & Conservation

The Housing department is a crucial part of the MND. Singapore's land is scarce, and proper housing is necessary to accommodate the entire population well. It is divided into two sub-departments; Public Housing and Town Councils.

Infrastrucure is important to meeting the MND's aims of making Singapore a global city. Similarly, it is further divided into sub-departments:

  • Development and Regulation of Construction Industry
  • Food Safety and Animal Control
  • Parks & Nature Reserve

The Planning & Research department is grouped into 'Policy Reviews' and 'Research and Economic Analysis'

This department is also important to the ministry's development. It consists of a number of sub-departments:

  • Administration of Headquarters
  • Financial Planning & Management
  • Human Resource Planning & Management
  • Corporate Planning
  • Public Affairs
  • Computerisation
