I believe this image qualifies as fair use on the Minamata disease article because:

the photograph succinctly illustrates the wastewater discharge from the Chisso factory in Minamata
the historic photograph of the pipe in question cannot be reproduced
the image is of low resolution and will not damage the copyright value of the original photograph
