So this place actually has a navy?

I thought CAR was land-locked, no?

Sometimes in the course of human events it is worthwhile to dream the impossible dream - a naval yard for a country 400 miles from the closest seaport.

Doesn't a river count as water, too ? Let's replace "Central African Republic" with another landlocked country, let's pick up... "Swiss Confederation"... Swizterland has a navy too, is it that odd ? Yes, "THIS PLACE" has a navy.

Fine...are there even rivers in Africa?
