The Military Policy Committee of the Manhattan Project had ultimate responsibility over the project's direction. Its members included:
- Vannevar Bush - Head of (OSRD) Office of Scientific Research and Development
- James B. Conant
- General Leslie Groves
- Rear Admiral William Purnell - The Pentagon's Joint Committee on New Weapons
- General Wilhelm Styer - Chief of Staff of Army's Services of Supply
