Photo of the Milice academy (the Milice was a paramilitary organization of Vichy France, repressing the French resistance and participating in the deportation of the Jews).
Found on this site in memory of the Jewish Holocaust.
Though less than 70 years have elapsed till this photograph was taken, this photograph is most probably in the public domain. The Milice was declared a criminal organization at the end of the war, its leaders prosecuted; Joseph Darnand, its head, was handed the death penalty.
That is why I strongly doubt that a Milice employee, or his or her heirs, would claim copyright on such a document.
