Suppose that we adopt this proposal for the 55 CA electoral votes. Suppose that things are evenly balanced and go 28/27 for R/D or 27/28. Thus 54 of the electoral votes cancel each other out so that only one Electoral Votes makes any difference. Californian therefore may as well have 1 Electoral Vote. This is stupid.
Better reforms include:
- One reform is the so-called National Popular Vote.
- Another reform would be Instant Runoff Voting so that voters supporting minor candidates are still counted in the main race between R and D, stopping the spoiler effect (Ross Perot in 1992 and 1996, and Ralph Nader in 2000).
- You could even use both National Popular Vote and Instant Runoff Voting together and get best of both worlds.
- One state already uses something like California Electoral Reform Initiative.
