This is a new section of the code, and it is meant to substitute the older Neutering section. The reason for this is that the Neutering section was based on a believe that would have been reasonable in the Middle Ages, but that it is way too disproportionate for nowadays' standards. The reasoning is as follows:

Nowadays there are many less drastic measures to avoid pet overpopulation, making neutering an unnecessarily cruel choice. Those are:
Males | Females |
Vasectomy (deferentectomy). The vasa deferentia, the tubes which connect the testicles to the prostate, are cut and closed, preventing sperm produced in the testicles to enter the ejaculated semen (which is mostly produced in the seminal vesicles and prostate). | Tubal ligation. The Fallopian tubes, which would carry the fertilized ovum to the uterus, are cut and sealed. |
Essure™ procedure, not yet performed on living animals but easy to do. Product commercially known as SpayVac™, it causes a treated female mammal to produce antibodies that adhere to the surface of her own eggs and prevent sperm from binding, blocking fertilization for a period of 22 months or more (depending on the animal). |
Due to this, from now on neutering (except for rare extreme medical cases) is regarded in this Zoo code as any other form of mutilation for debatably useful purposes, such as tail docking or ear clipping, and thus the new section on Mutilation is made.

As a personal note to Ka-Zoo, I want to clarify that your allegation "it is hypocritical to comdemn humanity for trying to put itself above animals and then trying to distance humanity from animals when it comes to eating meat" is deviating and inflammatory, and whether done intentionally or not, I will not waste more words than the ones already wasted in these sentences to affirm that, unlike other members, I am not going to comment on chat of this useless nature. If you are interested on discussing why it is deviating, inflammatory, and ultimately useless, you can ask me through private messaging.
