The essential point, established by Lorentz, is that the equations of the electromagnetic field are not altered by a certain transformation (which I will call by the name of Lorentz) of the form2:
x^\prime = k\ell\left(x + \varepsilon t\right),t^\prime = k\ell\left(t + \varepsilon x\right),y^\prime = \ell y, z^\prime = \ell z, k = 1/\sqrt{1-\varepsilon^2}.

2Lorentz (1904) had written x^\prime = k\ell x^{\prime\prime}, t^{\prime} = \ell t/k - k\ell wx^{\prime\prime}/c^2, k^2 = c^2/\left(c^2-w^2\right). Later in the paper he deduced that \ell = 1. Lorentz's  x^{\prime\prime} was, in Poincaré's notation, equal to xwt. Eliminating x^{\prime\prime} and putting \varepsilon = -w/c yields the Lorentz transformations as Poincaré wrote them.
