A native of the former Sendagaya Village in Tokyo, Totsuka commanded the First Naval District at the end of World War II. Totsuka was a veteran officer with 35 years of service, having been commissioned following his graduation from the Imperial Japanese Naval Academy in July 1910.
On 28 August 1945, at 1045, Admiral Totsuka formally surrendered the First Naval District at Yokosuka to Rear Admiral Robert Carney, acting for Admiral Halsey, and Rear Admiral Oscar C. Badger II. He soon went in retirement, and died in 1966.
