Hello Mencio,
I've read your complaint to Mr. Wales.
I'm a wikipedian working in the Hebrew Wikipedia. Lately i too was the subject of abuse of power by sysops in my Wikipedia. I was banned for one week from Wikipedia after calling a sysop a "Pufferfish" during a dispute in a talk page. Granted, it was inappropriate of me to call him this way. However, i think it was also inappropriate of him to liken my comments in that dispute to a "flatulence". In fact, this comment of his was what spurred me to act rashly and call him a blowfish. Contrary to me, this sysop was not blocked, and not even told off (actually quite the contrary).
I would like to suggest to you starting together a trans-Wiki group that its purpose is to judge in cases of sysops' abuse of power. Of course, this "tribunal" will have no power to enforce its "verdicts". It could only recommend the members of the respective Wikipedias a course of action. However, if this group gains universal respect as judging fairly and having sensible recommendations, we may find that its recommendations have nevertheless real impact on the outcome of disputes.
