- 1 Rodney National Party MLA Eddie Hann resigned in January 1989. National Party candidate Noel Maughan won the resulting by-election in March.
- 2 Greensborough ALP MLA Pauline Toner resigned on February 28, 1989, subsequently dying of cancer on March 3. ALP candidate Sherryl Garbutt won the resulting by-election on April 15.
- 3 Thomastown ALP MLA Beth Gleeson died of cancer in December 1989. ALP candidate Peter Batchelor won the resulting by-election on February 3, 1990.
- 4 Shepparton National Party MLA Peter Ross-Edwards resigned on August 20, 1991. National Party candidate Don Kilgour won the resulting by-election on October 19.
- 5 South Barwon MLA Harley Dickinson resigned from the Liberal Party on May 20, 1992 after losing preselection to recontest his seat. He served out the remainder of his term as an independent.
