This is a list of members of the New South Wales Legislative Council, as elected at the 1995 and 1999 state elections. As members serve eight-year terms, half of the Council was elected in 1995 and did not face re-election in 1999, and the members elected in 1999 will not face re-election until 2007.

- 1 ALP MLC Jeff Shaw resigned on June 28, 2000. Amanda Fazio was appointed as his replacement on August 30.
- 2 National Party MLC Richard Bull resigned on August 18, 2000. Rick Colless was appointed as his replacement on August 30.
- 3 Liberal MLC John Hannaford resigned in 2000. He was replaced by Greg Pearce on November 1.
- 4 ALP MLC Andy Manson resigned in 2000. He was replaced by Ian West on November 1.
- 5 David Oldfield was initially elected as a One Nation member, but founded One Nation NSW, a technically separate party, in late 2001, after being expelled from One Nation in October 2000.
- 6 ALP MLC Johno Johnson resigned in 2001. He was replaced by Michael Costa on September 6.
- 7 National Party MLC Doug Moppett died on June 18, 2002. Melinda Pavey was appointed as his replacement on September 3.
- 8 Christian Democratic Party MLC Elaine Nile resigned on August 31, 2003. Gordon Moyes was appointed as her replacement on September 3.
