Rear Admiral Williams was born in San Diego, California and raised in Washington, DC.

He has sixteen years of operational assignments, which include: Commander, Submarine Group 9 (Bangor, Washington), Chief of Staff, Carrier Strike Group 5 (Yokoska, Japan), Commander, Submarine Squadron 4 (Groton, Connecticut), Commanding Officer, USS NEBRASKA (SSBN 739)(GOLD) (Kings Bay, Georgia.), Executive Officer, USS LOUISVILLE (SSN 724) (San Diego, California), Engineer Officer, USS WOODROW WILSON (SSBN 624)(GOLD) (Charleston, S.C.) and Division Officer, USS JACK (SSN 605) (Groton, Connecticut).
Rear Admiral Williams' eight years of staff assignments include: Special Assistant to Director Submarine Warfare Division (Washington, DC) , Executive Assistant to Director Submarine Warfare Division (Washington, DC), Nuclear Enlisted Program Manager, BUPERs (Washington, DC), Nuclear Propulsion Examining Board - Commander, Atlantic Fleet (Norfolk, Va.), Joint service at Headquarters Defense Mapping Agency (now NGA) as TOMAHAWK Cruise Missile Requirements Officer (Washington, DC), and Deputy Commander, Joint Functional Component Command for Space and Global Strike, United States Strategic Command (Offutt Air Force Base, Nebraska.) He served as the Director of Global Operations, United States Strategic Command, Offutt Air Force Base, Nebraska before assuming his current position on December 21, 2006.
