Both Meggan and Captain Britain were not included in the 198 project but both have been shown with powers since then. This probably means that at this point Marvel offical stance is neither are mutants.(Mikey01 07:08, 28 April 2007 (UTC))

Captain Britain isn't a mutant, and has never been considered one. As for Meggan being missing from the 198 list, that list was the US governments' list of identified and still powered mutants post M-Day; since Meggan vanished into the interdimensional void at the end of House of M, she won't be included, not because she isn't a mutant (she is), but because she is missing, presumed dead.
