Some of the differences in the amounts of the inhabitants of the city (from 800,000 to 4,500,000) can probably be explained because some of the them are about the city itself, and some including the large suburbia (see : [1]). As they did not vote a lot (it's the city of Tshisekedi), we'll probably wait for better stats quite a long time...
