I was actually one of the principal programmers for Maximum Surge for the Sega Saturn. The game truly was never released, as Digital Pictures went out of business prior to the programming being complete.
The video footage, however, was indeed complete, and can be seen in the direct-to-video movie called "Game Over," which used footage from a large number of Digital Picture's titles.
