DS Max Carter is a fictional character in the ITV police drama The Bill. Max arrived in December 2007 and is played by Christopher Fox.
Max transferred from CO19 after being involved in two separate lethal shootings of suspects. Although both were justified killings, it was deemed sensible to transfer him out given current media attention to armed response incidents. As the move was accompanied by a promotion to DS, the career-minded Max was happy with the change of scene.

DI Samantha Nixon was expecting a new DS about as much as DC Terry Perkins was. Terry was called into her office and partnered with Max. It was revealed recently that he is half polish as his mother is polish.
