Other people's signatures, when placed in comments on talk pages, are considered part of the comment and therefore (barring a few rare occurences, such as a personal attack signature) are not to be edited by any editor other than the one who placed them.

Attempting to edit other people's signatures (on any page other than your own userspace) against their wishes is most likely a sign that you are being a dick, but could also signify that you don't like disruptive and obnoxious clutter in edit windows.
