Matthew Colin Bailey is an architecture student. According to Wikipedia:Notability (people), a creative professional is notable if

  • The person is regarded as an important figure or is widely cited by their peers or successors.
  • The person is known for originating a significant new concept, theory or technique.
  • The person has created, or played a major role in co-creating, a significant or well-known work, or collective body of work, which has been the subject of an independent book or feature-length film, or of multiple independent periodical articles or reviews.
  • The person's work either (a) has become a significant monument, (b) has been a substantial part of a significant exhibition, (c) has won significant critical attention, or (d) is represented within the permanent collections of several notable galleries, museums or internationally significant libraries.

If one considers a student an academic, then Wikipedia:Notability (academics) says he must meet the following:

  1. The person is regarded as a significant expert in his or her area by independent sources.
  2. The person is regarded as an important figure by independent academics in the same field.
  3. The person has published a significant and well-known academic work. An academic work may be significant or well known if, for example, it is the basis for a textbook or course, if it is itself the subject of multiple, independent works, if it is widely cited by other authors in the academic literature
  4. The person's collective body of work is significant and well-known.
  5. The person is known for originating an important new concept, theory or idea which is the subject of multiple, independent, non-trivial reviews or studies in works meeting our standards for reliable sources.
  6. The person has received a notable award or honor, or has been often nominated for them.

Bailey has not yet met either set of notability guidelines. He has appeared to receive some local recognition in Guthrie, Kentucky, and if its verifiable that he (and not his academic advisor) became a Kentucky colonel as a result of his independent study project, then U.S. state-level recognition came for the effort as well. But the edit histories of this article and of the self-published book he wrote called Home Elsewhere (the article for which is, as of this writing, being considered for deletion) suggests that all of this is the effort of the student himself, and would warrant being marked an {{autobiography}} if that could be confirmed.

[edit] article has problems with notability _and_ structure

I'm not clear whether this article passes WP:N requirements; apparently his student project has generated some publicity at the town, county, and maybe state level, but is that enough? Regardless, it is clear that the article is poorly organized compared with other biographies. As a result, I've restored the template that questions its notability and introduced another that notes the need for restructuring.

Full disclosure: I did just vote in favor of deleting the separate article on his self-published book; if this biography is notable, it seems sufficient for the book to be covered here.

Bailey is a Kentucky Colonel, Guthrie's website makes that clear. He aided in beginning the movement known as "district regionalism" or new urbanism in Guthrie which is why he was awarded a Kentucky Colonel- REF: http://www.guthrieky.com/gmach79.html
