I believe that there should be a uniform way in which the admin tools can be revoked. Currently, there is no such procedure. Any administrator is free to choose any way they see fit, and the recall procedure is completely free. The problem I have with this, is that we already have such a procedure, and it's called WP:RFCC, and in particular, WP:RFC/ADMIN. I would like to see much more regulated version of this. Keeping the WP:RECALL category will slow down this process, and any admin in the category will make abandoning this way of dealing with recall more difficult. Therefore, for now I will not be in the category until its conditions change significantly. I will be open to recall though. The conditions are set out below.

My recall process
I will be open for recall through a request for comment. When it is brought to my attention that someone intends to open a recall I will facilitate the process. When the RFC has run for 14 days, depending on the results, I will resign the tools, or do a reconfirmation RFA, in which I will take the closing bureaucrats evaluation of the discussion as binding. In either case where I loose the tools, I will make sure that it is recorded as under controversial circumstances.
Starting a recall process
I believe that I'm a reasonable guy. So before starting a recall procedure, leave a note on my talkpage, refering to the behaviour you find unacceptable. Odds are, we can figure something out together. If it turns out you still believe that I should be recalled, you start a RFC.[1] On the RFC, in addition to your statement, you will start three sections:

These will be called the voting sections from here on.
Notification
There will be a notification of the recall in four places: I will post notifications on my talk page, the talkpage of the person requesting recall, the Bureaucrats' noticeboard and the Administrators noticeboard. I will request a bureaucrat to oversee the recall process.
The request for comment
The request for comment will run as a standard request for comment, with the following caveats:
- The voting sections above. Only endorsements of those sections will count as votes.
- Views of other users will not include an opinion on desysopping or reconfirmation.
Closing the recall process
14 days From the opening of the request for comment, the voting sections will be counted and closed by the bureaucrat that oversees the process. If any voting section will have more valid votes[2] then the other two combined, then that will be the outcome of the recall. If not, the recall will default in reconfirmation. RFC can run on after that, gathering more endorsements for the views expressed, but voting will be closed.
Recall outcomes
There are three possible outcomes of the recall process: keep, relinquish, or reconfirm. If the outcome is relinquish or reconfirm, the bureaucrat will immediately desysop me. In case of keep, he will do nothing but state that this was the outcome. In addition, in case the outcome is reconfirm, I will choose if I want to reconfirm, or relinquish. If I choose to reconfirm, the bureaucrat will open a new request for adminship, linking to the RFC. If that passes, the sysop flag will be re-added. I will not make an initial statement there, but reserve the right to answer questions, and respond to comments.
Technicalities
- If a recall ends in relinquish, I will not make a new request for adminship in 30 days. After that, I reserve the right to run a new RfA, which will supercede the outcome of the recall.
- If a recall ends in keep, there will be no new recall procedures for 30 days.
- This recall procedure will be called locked when I am an admin, or I am a candidate in any form of RfA. Changes made to this procedure when it is locked create a new procedure. Any user who requests my recall may request that recall under any of the versions of this process since it has been locked. Once it has been unlocked for 60 days, I am free to set a new starting point for my recall process.
- If, according to the bureacrat who oversees the recall, I don't act according to the process I have set out here, it is my explicit request that the recall process will be closed as relinquish, with all associated conditions.
