I think the last paragraph of the Martin Chavez article has unfair bias against Martin Chavez. I believe it is not fair, and does not fit in with Wikipedia standards for content. More over, I think this article violates the official policy NPOV.
Also the last paragraph has incorrect facts. Sources should have been used to backup facts.

I agree. A statement like "often supporting positions that aid downtown businesses and housing developers" is politically charged because these phrases are often used to imply that this behavior is done at the expense of the "small taxpayer" or other groups.
Also only one side of the road through Petroglyph is presented, which is the side opposed to it. There's no presentation of the benefits of the road, why Martin Chavez wanted it, etc.
So I would agree that the second paragraph is lacking in neutrality.

I went ahead and removed the {{POV}}, (taging the page as a page with a neutrality problem) as the page now has a neutral POV.
