First off Winnipeg has non-partisan civic elections. Second Lubosch was not backed by Conservatives in his first election. Donald Mitchelson is Husband of Bonnie Mitchelson, who has been a Progressive Conservative MLA for part of Lubosch’s ward for 20 years; I find it unlikely that the PC members in the area supported Lubosch over Mitchelson, who had been a City Council member prior to 1990. As well it is well known that Lubosch was asked to run in 1995 by outgoing council member Terry Duguid who had ran once for the provincial Liberals in 1990 and since 1995 has ran for the federal Liberals twice.
