Why does someone write articles which are total stubs and written in incorrect English?

[edit] Mayor of Warsaw

According to data from mayor of Warsaw, Spychalski held this position from 18 September 1944 - March 1945. I'd assume at least in the beginning it was of the right-bank, Soviet-held Warsaw, as the left bank was in the spasms of the Warsaw Uprising?--Piotr Konieczny aka Prokonsul Piotrus ^Talk 21:02, 30 April 2006 (UTC)
