Martha Whitehead

Martha Whitehead was the last person elected as Texas State Treasurer before the position was abolished by constitutional amendment. In 1993, Governor Ann Richards appointed Whitehead to finish the term of Senator-Elect Kay Bailey Hutchison[1]. In 1994, Whitehead ran for office on the explicit promise to abolish the position and to move its few remaining functions to the State Comptroller's Office (which had, over time, taken over most of the duties of collecting and accounting for state taxes)[2].
Whitehead won the office. The next year (1995), the Texas State Legislature passed a proposed constitutional amendment to abolish the office, which was passed by the voters later that year[3].
