Mark E. Kaplan is a member of the Republican Party of the U.S. state of Florida. Kaplan is currently the Secretary of the Florida Department of Transportation. He was also the Chief of Staff to the former Governor Jeb Bush. Previously he served in a similar capacity for Lt. Governor Toni Jennings.

Kaplan received his Bachelors degree from the University of Florida in 1988. Kaplan also received a Juris Doctorate from Florida State University in 1992.
