Margaret Carter is a Democratic member of the Oregon State Senate, representing the 22nd District since 2000. She currently serves as President Pro Tempore of the Senate. No opponents have filed to run against her in the May 2008 primary election.

Carter was a member of the Oregon House of Representatives from 1984 through 1998. She ran for Oregon Superintendent of Public Instruction in 1998, losing to Stan Bunn.[1]
