These finger like fog patterns developed at the sunset time, around 19:05. That afternoon was sunny and calm (weather data: [1]. The sea was very calm that day too.

I took pictures from a bluff (~60 ft above the sea level) overlooking the bay. This google maps link [2] shows my approximate location at the time of taking these pictures - just follow line of Kelly Avenue to the "ocean edge".
