I've improved the writing to some extent. I'm going to remove the cleanup tag for now, though I will not object should anyone else decide it's still warranted.

As for whether Manfred warrants an article, I'm usually one to say 'yes' for all but the most minor of characters. Though in this case, I haven't a lot to say about him, Manfred is one of the primary antagonists in the series. I'm sure we could get a good article if we try. I've done what I can for now, and will simply mark it as a stub.
