Manlio Fabio Beltrones Rivera (b. Villa Juárez, August 30, 1952) is a Mexican politician from the Institutional Revolutionary Party (PRI).

Beltrones studied the economy at the National Autonomous University of Mexico (UNAM) and taught that subject for some years at the same university. From 1976 to 1982, he was the personal assistant and later the secretary of Minister of Internal Affairs Jesús Reyes Heroles and his successor Enrique Olivares Santana. From 1982 to 1985, he had a seat in the Senate of Mexico and in 1988 he was elected president of the Senate. Three years later, he was elected governor of his home state of Sonora. In 2002, he was president of a union.

In 2006 he was for a second time elected as a senator.
