Malik Amjad Ali Noon (born June 1954) is a Pakistani politician.

Malik Amjad Ali Noon was born in Lahore, Punjab, Pakistan. Noon and his father Malik Anwer Ali Noon mostly live in their hometown village Ali Pur Noon. The Noon family has 27 villages in Bhalwal Tehsil: Nurpur Noon, Sultan Pur Noon and Sardar Pur Noon, among others. Malik Feroz Khan Noon ex-Prime Minister of Pakistan was also a prominent member of the Noon family[1].

Noon got his early education from the prestigious Aitchison College and his Bachelors from the FC College Lahore. He has studied the Law and has attended in his capacity as a member of the District Government, the National Institute of Public Administration (NIPA), Lahore, and the National Defence College, Islamabad.

At the age of 34, Noon was the youngest High Commissioner of Pakistan to Kenya. He was also Ambassador Extraordinary & Plenipotentiary of Pakistan to Rwanda, Ethiopia and Uganda under the [PPP] government of Benazir Bhutto (1989-90) [1]. He was also the permanent representative at the United Nations Environmental Programme (UNEP) and HABITAT (World Shelter Programme). Mr Noon also as the distinction of serving as the youngest member of the Majlis-e-Shoora (the Federal Council, Government of Pakistan) under the government of General Zia-ul-Haq.
He also served as Chairman of State Cement Corporation of Pakistan Limited from 1994 to 1998 in ppp government .,http://www.ppp.org.pk/. He has also served as Chief Executive, Cement Research & Development Institute Lahore; Director, Board of Expert Advisory Cell; Director Board National Fertilizer Corporation; Chairman of the Finance Committee of Pak-Arab Fertilizer, as well as Member, Board of Governors, Aitchison College and Lahore University of Management Sciences (LUMS).
Noon has focused on issues of benefit to the poor. Sargodha District with a population of three million residents came under his jurisdiction, where he served after a record highest mandate in the 2001 elections as the Zila Nazim (District Governor). ‘I have set new trend in dist politics’ Former Sargodha District Nazim Malik Amjad Ali Noon has set new trend in the district politics by giving preference to merit over the prevailing culture of supporting political heavyweights. Amjad Noon, a descendent of a strong political family, has earlier served as ambassador to Kenya, member of Majlis-e-Shura, Chairman State Cement Corporation, permanent representative of the country in the UNEP and HABITAT (World Housing and Shelter Programme). He secured the district nazim seat by defeating the ruling party panel with a wide margin of over 600 votes in the run-off elections. He remained the youngest member Majlis-e-Shura in the year 1981-84 and youngest ambassador of the country for Kenya from the year 1989-90. Amjad Noon said that he refused to transfer any employee on the recommendation of heavyweights and instead introduced clean administration in the district. “I might have offended some heavyweights but in return I won love of people”, he said adding that administration of the district was being run in accordance with the spirit of devolution plan. To a question, he said that he was personally in favour of direct elections at least for the district nazim seat, which according to him would eliminate chances of rigging. He said that local bodies’ elections should be held according to the schedule as the process was started despite floods. “There is no reason for the postponement of local bodies’ elections as the entire process has been started in the province”, he stated. Former nazim said that his performance as Sargodha district nazim was appreciated both by the federal and the provincial governments. He said that Sargodha district was considered excellent as far as the utilisation of funds, identification of development projects and the administration of district are concerned. He said that during his four years tenure as district nazim, he introduced not only monitoring but also proper check and balance over different departments. He said that establishment of university in Sargodha was all due to his untiring efforts. He said that he also gave due attention to the education of girls. He said Rs 6.2 million were spent on the construction of post graduate block of Government College for Women Chandni chowk, Rs 2.66 million on the construction of degree classes block of Government Degree College Farooq Colony while construction of Government Inter College block 23-A was being carried out at an estimated cost of Rs 15.7 million. Amjad Noon said that schemes worth Rs 147 million were completed during the last year for providing missing facilities at educational institutions under Education Sector Reforms Programme. He said that schemes worth Rs 141 million would be carried out during the ongoing year. He said that Universal Quality Primary Education Project was being carried out successfully in the district and admission students ratio have reached 97 percent. He said that the literacy rate in the district has increased from 46 percent to 57.63 percent. He said that presently 250 Ujala Centres, 145 non-formal education centres, 13 early childhood centres and 124 adult education centres were working in the district. He said that over 2,000 educators were recruited purely on merit basis. He said that all the departments were inter-linked through computer during his tenure as district nazim. Amjad Noon said that due attention was given to the provision of healthcare facilities to the public. He said that the government has also approved establishment of a medical college at Sargodha due to his untiring efforts. He said that 706 development schemes have been completed at a cost of Rs 1200 million during the last fiscal year. He said that 1,114 water channels would be cemented during the coming four years. He said that the federal government has approved establishment of export processing zone in Sargodha due to his personal efforts. He said that Sargodha Transport Network wagons were introduced for providing better transport facilities to the public. He said that former Commissioner House was converted into Children Complex for providing healthy recreation facilities to the future of the country. He said that Director Audit and Accounts has stated that no corruption case was found in the district nazim office, which is a great honour for him.
