Makoto Kino in her civilian form, as drawn by Naoko Takeuchi for the Sailor Moon manga. This image is from the back cover of English-released Sailor Moon comic #20, and was scanned and cropped by the original uploader (Strideranne). It was also released in Takeuchi's Original Picture Collection Volume II, and can be seen in that context here.

This image is being linked here. Though the picture is subject to copyright, I, Masamage, feel it is covered by the U.S. fair use laws because:

it is a low-resolution scan from a Sailor Moon comic cover;
it does not limit the copyright owners' rights to sell the wider copyrighted work in any way;
it provides an illustration of this character (Makoto Kino) in the series, and is to be used solely for this purpose.
