ok, I understand what you are saying. My perspective on this is all articles are subject to a test for notability. Ie. should they be here at all. It is only a small step to see that notability has levels. And from that we can prioritise working on all wikipedia articles based on levels/priorities of notability and on our case prose narrative fiction in particular. Now on the rubric I agree but it needs to be simple, or people will not read or implement it. I don't feel too qualified to set such a thing off and thus have hung back, however you are right something like it is needed. The "notability (book)" debate has highlighted some of the best and worst aspects of wikipedias format though so I do entirely understand if you withdraw from it.
