Lower Lake is a census-designated place (CDP) in Lake County, California, USA. The population was 1,755 at the 2000 census.

According to the United States Census Bureau, the CDP has a total area of 7.9 square miles (20.5 km²), of which, 7.9 square miles (20.4 km²) of it is land and 0.1 square miles (0.2 km²) of it (0.88%) is water.

As of the census[1] of 2000, there were 1,755 people, 716 households, and 458 families residing in the CDP. The population density was 223.3 people per square mile (86.2/km²). There were 869 housing units at an average density of 110.6/sq mi (42.7/km²). The racial makeup of the CDP was 84.44% White, 1.71% African American, 2.05% Native American, 0.63% Asian, 0.40% Pacific Islander, 5.58% from other races, and 5.19% from two or more races. Hispanic or Latino of any race were 11.05% of the population.
There were 716 households out of which 25.0% had children under the age of 18 living with them, 48.5% were married couples living together, 10.8% had a female householder with no husband present, and 35.9% were non-families. 27.5% of all households were made up of individuals and 12.2% had someone living alone who was 65 years of age or older. The average household size was 2.45 and the average family size was 2.97.
In the CDP the population was spread out with 23.2% under the age of 18, 7.9% from 18 to 24, 22.3% from 25 to 44, 27.2% from 45 to 64, and 19.4% who were 65 years of age or older. The median age was 43 years. For every 100 females there were 100.3 males. For every 100 females age 18 and over, there were 94.0 males.
The median income for a household in the CDP was $24,974, and the median income for a family was $29,896. Males had a median income of $38,750 versus $21,250 for females. The per capita income for the CDP was $13,516. About 9.9% of families and 12.4% of the population were below the poverty line, including 12.0% of those under age 18 and 5.4% of those age 65 or over.

In the state legislature Lower Lake is located in the 2nd Senate District, represented by Democrat Pat Wiggins, and in the 1st Assembly District, represented by Democrat Patty Berg. Federally, Lower Lake is located in California's 1st congressional district, which has a Cook PVI of D +10[2] and is represented by Democrat Mike Thompson.
