Lower Elements Police

The Lower Elements Police is a fictional law enforcement organization of the fairy People, who live in the Lower Elements (underground) in the Artemis Fowl series.

The LEP is made up of several different units, as with all police forces. Overall, their job is to maintain order and to stop humans from getting word of their existence. They are also the closest thing the fairy People have to a dedicated military.

The ranks of officers are, in order from lowest to highest:

  • Private
  • Corporal
  • Lieutenant
  • Captain
  • Major
  • Commander

There is also a seven-member Council which is in charge of the entire LEP.

This department plays the principal role in the series because both Julius Root and Holly Short were members of it. The role of this department is most importantly to track down escaped prisoners or rogue fairies (trolls, for example), especially those that are pleading with humans for asylum, or catch black market dealers that sell to both faires and Mud Men. This is one of the reasons that Mulch Diggums is so well acquainted with Julius Root and Holly Short, as they have helped keep him in prison, his prison record being much longer than the average human lifespan. Basically, they serve as mainly an elite scout force, one with a notoriously high fatality rate, especially when contingencies come up in their missions. The abbreviation of this department's name has created the name Leprechaun (from LEPrecon), as they were often sighted in ancient times with uniforms resembling the Irish folklore of leprechauns - green hats, gold buckles etc.

One of the most powerful departments in the LEP. While LEPrecon tracks down criminals, rogue trolls, etc, it is LEPretrieval's principal job to actually be the ones who come in, apprehend (or terminate) the criminals, and mind-wipe the humans who have seen them. Yet some recon officers, such as Holly Short, have a record for going in without them, often jeopardizing the mission and their jobs. LEPretrieval One are mentioned in Book 1, as the best and the brightest of the LEP, though they were single-handedly beaten and had their equipment confiscated by the giant human manservant, Domovoi Butler.

In charge of ground and air transport, Customs and Excise, who deal with illegal imports of human contraband, and Immigration, who are important for issuing visas to allow fairies to the surface and perform their magic-restoring Ritual. Every one in the LEP has to go and have a stint at LEPtraffic before going to other branches in the LEP as said in the first story in The Artemis Fowl Files

Section Eight serves as an undercover branch of the LEP that focuses on demonology, though their brief also covers specialist covert operations pertaining to the security of the Lower Elements. Wing Commander Vinyáya controls the section, and Foaly is in charge of technical operations. Section Eight's near-unlimited budget gives it access to the most advanced technology in the Lower Elements, far ahead of standard LEP equipment. Holly Short joins the section after finding it to her liking.

[edit] Telekinetic Division

Mentioned once in the first book, they were called to fix the wall of the restaurant that the troll broke into (before they arrived, the wall was covered with a hologram). Apparently the Division consists of fairies who are trained in more advanced magic (i.e. telekinesis) than the average LEP officer. They apparently seem to be used mainly in quick repairs and construction.

Internal Affairs is a section of the LEP that deals with rogue LEP operatives. It is mentioned in Book 4 when it is believed that Holly Short is responsible for the murder of Julius Root.
