The 328 was formed on 29 May 1999 from withdrawn sections of routes 28 (between Harrow Road and Golders Green) and 31 (between Notting Hill Gate and Chelsea) using two-door low-floor Marshall-bodied 9.3m Dennis Darts. The route was conceived to ease the severe overcrowding and unreliability of the service between Kensington and Kilburn.
In early 2004, single deck operation finally proved too much, and double-decker Wright Eclipse Gemini Volvos were introduced.
