This image represents a corporate logo and is thus subject of copyright restrictions. Its use in the English Wikipedia qualifies as fair use under U.S. law because:

it displays a portion of the copyrighted work

The Olympic rings of the original source were removed. Nonetheless, the logo's significance and representativity of the London 2012 bid are not affected.
it represents the visual image of the winning bid for the 2012 Summer Olympics
it cannot be replaced by a free equivalent version
its resolution is lower than the original source
