Amended to introduce a reference to the plans being statutory, and to clear up a misunderstanding about what constitutes material considerations in the UK land use or spatial planning system.
Though a UK transport plan prepared by a highway and local traffic authority is now put on a statutory footing, in the UK a transport plan wouldn't have to be a statutory document to be a material consideration for land-use planning decision-making.
The importance of any consideration depends entirely upon its being held to be a reasoned justification of a land use of spatial matter to which weight should attach in respect of the land use and spatial effects and/or requirements of an individual planning application. Members of the public may, for example, raise fresh material considerations during consultation on a planning application, and any person may raise their own material considerations during evidence at a public inquiry providing these fall within the scope of the reasons for refusal.
