Interesting point. I always translated the word ?Partido? as ?administrative area?. When people say Partido de Lobos (Lobos Partido) they refer Lobos as a whole, I mean, the concept also includes the rural areas. At the same time, Lobos is referred as a whole. The city, a small spot in the administrative area is just Lobos. So, either name would be fine.
However there are clear differences in some names in the Buenos Aires Province: San Carlos de Bolívar is the ciudad cabecera (head city) of Bolívar Partido. In this case we do have a clear difference. I think in the case of Lobos, it would be fine to redirect Lobos Partido to this article. What do you think? Luis María Benítez 22:47, 23 May 2005 (UTC)

Well, the article you wrote has both information about Lobos Citiy, and Lobos Partido. This should be separated in 2 articles. Check Avellaneda Partido, Lomas de Zamora Partido, Lanús Partido, La Plata Partido, and a few others. This is the Wikipedia way, as you can see it for other countrires, ei: Nishishirakawa District, Fukushima, São Paulo State, New York, etc.
And usually, the plain name is for the City, and specifications must be added for disambiguation ei: San Luis Province vs. San Luis, Argentina as there are many San Luis cities in the world.
Therefore, I believe you should put al the Info of the City in Lobos, or Lobos, Buenos Aires to prevent futere comflicts, and in Lobos Partido all the information of the administrated territories, plus a reference to it's head of goverment (Lobos).

Thanks! No need to make a page for every division. As a matter of fact, the information on Wikipedia about Argentina is quite scarese, as you can see how little info there is for most of the provinces (check Buenos Aires Province or Formosa Province).
