Loadhigh (lh) is a internal MS-DOS Command where you can't run with command interpreter like cmd.exe. It Gives a error Like this 'lh' is not recognized as an internal or external command, operable program or batch file. because cmd.exe dose not have reference to lh(loadhigh).
but old command.com You can use for run lh command but with a bat file.

you can use this command like this "lh edit.com" this loads edit.com in to higher memory area check your system32 or system or Windows folders for autoexec.nt (this file is same as AUTOEXEC.BAT in Win9x) In Windows NT and XP When you run command.com it runs autoexec.nt file automatically it contains lh commands autoexec.nt loads ms-dos 16 bit drivers.
