Livingston L. Biddle, Jr.

Livingston L. Biddle, Jr. (May 26, 1918 – May 3, 2002) was the third chairman of the National Endowment for the Arts. He was appointed by President Jimmy Carter and served from 1977 to 1981. Biddle had been on the Senate staff of Claiborne Pell and helped write the legislation creating the NEA.
