Liu Huaqing

This is a Chinese name; the family name is 劉 (Liu).

Liu Huaqing (Chinese: 劉華清; Pinyin: Liú Huáqīng; born 1916) was the Commander of the Chinese People's Liberation Army Navy from 1982 through 1988, and is considered to be responsible for its modernization efforts.

He has outlined a vision by which the People's Republic of China would have a navy of global reach by the second half of the 21st century.
