[edit] Proposed H. Katrina Project

This definitely warrants a project. I have a background in meteorology but limited time, but will do what I can. There is a tropical cyclones project that has done good things for standardization and such, but won't be so much help with 'heavy' content, they're not meteorologists or dependable for astute sociopolitical contributions.
