The Win994a is described as a Texas Instruments TI-99/4A emulator on the wikipedia page, about that same computer. However, on the Win994a's homepage, outside of Wikipedia, it is described as a simulator.

The Windows version is not designed to work on Windows XP or Windows Vista. It is quite an old emulator and has not been updated since 2000 for windows and 1997 for linux.
